The expert will support UNDP’s multi-country survey on the socio-economic vulnerabilities of Roma populations in Georgia, Moldova, and Ukraine, an initiative designed to generate the first robust, disaggregated dataset on Roma inclusion in these countries. Given that Roma exclusion is shaped by intersecting social, economic, and institutional factors, the expert’s contribution will help ensure the production of high-quality evidence that can inform inclusive policymaking and long-term monitoring efforts.
The expert will provide technical data validation, quality assurance, and harmonization preparation for household- and individual-level survey datasets. This will include conducting detailed data cleaning, verifying skip logic and internal consistency, checking metadata compliance, and preparing harmonization materials to align variable definitions and coding across the three countries. The expert will also generate cross-tabulations for quality assurance and prepare all technical notes required for final validation.
Key deliverables include an inception report outlining the validation approach; an interim technical output with dataset checks, metadata review, and a completed variable mapping matrix; and a final cleaned and harmonized dataset accompanied by technical notes, cross-tabulations, and full documentation to enable further analytical use by UNDP, the World Bank, and institutional partners.
