The assignment will support UNDP Moldova’s efforts to advance the operationalization of the Integrated Administration and Control System (IACS) within the Ministry of Agriculture and Food Industry (MAFI), under the EU-financed project promoting rural agricultural development and quality employment for vulnerable groups (EMAG). The initiative aims to modernize Moldova’s agricultural governance and digital public service infrastructure in line with EU Common Agricultural Policy (CAP) requirements and the country’s broader EU accession commitments.
The consultant will provide strategic advisory services and technical assistance to MAFI and the Agency for Intervention and Payments in Agriculture (AIPA), with a focus on implementing the IACS development roadmap. This includes support to the digital National Farmers Registry (dNFR) and the Land Parcel Identification System (LPIS), institutional capacity assessments, the design of farmer engagement mechanisms, and stakeholder coordination.
The assignment will deliver an analytical report outlining strategic directions for IACS roadmap implementation; an assessment of AIPA’s institutional readiness, including a two-year capacity development plan; an LPIS design and rollout report; a stakeholder presentation on LPIS implementation timelines and future IACS components; and a report on EU best practices for farmer data collection and engagement mechanisms.
